HBAAA REGULAR MEETING MINUTES

3-2-11 Minutes – Presented and approved.
Treasurer’s Report is read at every monthly
meeting.
Communications
-Tradesman (website) sent a $155 bill for
this year’s website upkeep. Treasurer looked up 2010 bill which was
$35. Tradesman records were checked and the club was not charged for
monthly upkeep fees last year. This was found as error on Tradesman.
Although Tradesman did not demand payment to correct this error,
club will pay back $120 for 2010 service. Check will be sent for
$225 for this year and last years website maintenance.
-Rogers City approved use of Lakeside Park
and facilities including portable band shell for HBAAA fishing
tournament. Rogers City asked the club to call City Hall to set up
dates.
-Letter from Reed Joseph of ATF notifying
club of mandatory use of storage magazines and licensing
requirements for use of pyrotechnics in cormorant hazing.
-MDNR, Ocqueoc River steelhead plant set
tentatively for April 12th. Plant may be divided into two
locations. Pomerenke Road most likely second stock site.
Committees
-Tournament: Flyers being distributed. Bills
for advertisers are being sent to those not yet paid.
-HBAAA banquet: 14 tickets have been sold.
Some prizes yet to be purchased. Banquet meeting to be held April 30th,
7pm.

New Business
-Representatives from 4-H request fish pond
at Ocqueoc Outdoor Center Tuesday June 28th to
participant in camp “Fur, Fins, and Feathers.” Anglers responsible
for fish pond set up and staffing. Approximately 75 kids will
participate.
-Joe Cercone of CDC/EDC is attempting to
raise funds for Pure Michigan sunrise coast media campaign. Presque
Isle County needs to raise $5,000 to participate. Motion made by
Bock, second by Signorelli to contribute $500 for effort. Vote
unanimously passed.
Frank Report
-Frank attended a DNR meeting on Atlantic
salmon and cisco planting. Due to the drastic reduction of chinook
catch rate, committee is proposing to reallocate hatchery space for
cisco. Plan would consist of a plant of 750,000 to 1 million fish
for a couple years to gauge success rate and survival.
-Forage report for Lake Huron shows some
smelt are growing larger. Sticklebacks are low. Gobies are stable.
Alewife are very low.
-MH1 lake trout harvest size regulation
changing to 24 inches or less for 2011 season due to over-harvest by
sport fisherman. This change is not reflected in 2011 Michigan
fishing guide. Supplements to guide will be distributed by licensed
dealers.

Communications
-Reed Joseph of ATF provided new rules for
use of pyrotechnics for cormorant hazing.
-Burt Lake Preservation Association sent new
directory of membership.
-Huron Pines sent annual newsletter,
reporting ongoing projects.
-Kiwanis sent letter of thanks and
appreciation for assisting them in their endeavors.
- Email from MSU Extension 4-H requesting
help at Ocqueoc Outdoor Center running fish pond. HBAAA may be
willing to participate depending on cost and volunteer availability.
Club leadership to contact and acquire additional information.
Committees
-Tournament: Poster and pamphlets are
printed and ready for distribution. Anyone interested in obtaining
pamphlets or posters should contact the club.
-HBAAA banquet: Tickets have been received
and will soon be available for sale. Manzanas has not yet finalized
menu. Kenny King agreed to tend bar again this year. Many thanks to
Kenny for taking on this extremely important duty. Krist distributed
list of donors from last year’s event. Raffle license has been
applied for, but not yet received.
Old Business
-Maple Bay decided against club run fish
pond.
-Vessel Chinook is gathering support. Rep.
Peter Pettalia communicating with other state officials to gauge
interest in replacing the vessel.
New Business
-Conservation District AmeriCorps member,
Liz Stevens, presented a PowerPoint presentation on invasive
species. Highlighted several plants and animals that have potential
to do damage to local indigenous species. Additional information on
invasive species can be found at the following websites:

www.miseagrant.umich.edu/ais/help.html. To volunteer identifying
or removing invasive plants contact Presque Isle Conservation
District. Ralph Stedman requested financial help to pay for the
AmeriCorps position. J. Lyon made motion for support of $250. Bock
Second. Passed. Check to P.I. Conservation District.
-S. Shafto will not be heading up
communications for cormorant control during steelhead plant. Time of
fish plant still unknown. Club needs to contact US Department of Ag
to notify of hazing efforts before action. Contact with DNR will
need to be made to ensure early planting of steelhead in Ocqueoc
River. J. Shafto has all necessary contacts.
-Brown trout plant will continue for one
more year and program will be reassessed.
Frank Report
-Roger Greil from LSSU will contact club in
regards to purchasing tags for Atlantic salmon study when he is
ready to initiate program.
-Holly Wirgau inquired about tags for her
salmon in the classroom. Kids will plant fish in Trout River.
Hammond Bay anglers invited to release event.
-Inland Lakes advisory group meeting in
Indian River Township hall. Contact club for details.
-House Bill 411 on the table to clarify use
of volunteers involved in DNR activities. This could possibly give
DNR more access to volunteer labor to further endeavors.
-Data on this season’s Black Lake sturgeon
fishery: harvest limit was 7 fish. 11 fish were caught. Penalty for
over-harvest not specified. State and tribes are in process of
discussing options for future penalties and quotas.
-Great Lakes Fishery Commission considering
possible cuts to lamprey funding. HBAAA would like to encourage them
not to do so.
-Sport angler creel census has shown an
over-harvest of lake trout for second year in a row (MH1 section of
Lake Huron). Illegal sized fish and wild fish contributed to
over-harvest. Wild fish survival has been increasing since 2003.
Illegal fish make up 8% of total lake trout harvest.

Treasurer’s Report is read at every monthly
meeting.
W. Karsten distributed HBAAA detailed
income and expense statement for 2010 year. Statement was reviewed
for each account by Karsten.
Communications
-Betsy Bay Marina in regard to banquet
prizes. B. Grant to meet in February. Check will be issued for Grant
to purchase prizes.
-Received notice that William Hicks has
passed. Hicks played a valuable role in organizing efforts on behalf
of HBAAA. He was a brave and dependable member of the club and will
be greatly missed.
Committees
-Tournament: Poster and flyer completed for
distribution. Smrchek will contact vendors for the family fun day.
- HBAAA banquet April 30. Ticket prices will
remain the same. Tickets are being ordered. Raffle license to be
applied for online. produce list of donors and contributors.
Invitations to attend will be sent to Rep. Pettalia and Sen. Walker.
Old Business
-Ongoing efforts to replace Chinook. Charter
captains showing interest to participate.
New Business
-Drain Commissioner C. Lyon presented a
PowerPoint to highlight the Ocqueoc watershed water quality
monitoring project. Temperature, sites, and nutrient analysis
results were discussed. A detailed report was distributed. Project
information was well-received and provided a helpful update of
efforts. The club remains committed to future project endeavors.
Frank Report
- Distributed packet of recreational catch
rate data of salmonids in Lake Huron.
-Atlantic salmon tagging program is being
started in the St. Mary system. Local guides participating in catch
and release tagging program. LSSU is seeking $600 for purchase of
tags and equipment. Peters made motion to spend $600, seconded by
Signorelli; passed.
-Cisco reintroduction project still a
possibility. Krist to make contact with MSU researchers.

-Tournament: Poster and flyer completed for
sports show in Novi.
- HBAAA banquet April 30. Ed Roseman, USGS
Great Lakes Science Center, will speak at banquet. Letter will be
sent on formal letterhead to confirm.
Old Business
-Chinook. S. Shafto had meeting with MUCC.
Next Wednesday S. Shafto will attempt to gain additional support at
Lake Huron Advisory meeting. MUCC is asking for participation in
“Camo at the capital.” F. Krist made motion to join MUCC. J. Lyon
second. Vote. Lyon-yes. Bock-yes. Karsten-abstain. Colonna-yes.
Peters-yes. Krist-yes.
Chinook will operate one more year. Complete
overhaul has been sidelined to concentrate on only needed repair.
New Business
-Ralph Stedman presented PowerPoint on
Ocqueoc watershed temperatures data. 2007, 9 temp loggers. Temps are
lower in lower sections of river. 2008, 14 temp loggers. Seeking
support for Huron Pines AmeriCorps employee. Work goals will be
centered around invasive species of plants and other.
-J. Shafto passed out a document on how
creel census is taken.
-Maple Bay Marina request fish pond for
grand opening. They do not need volunteers. They need tank equipment
for weekend. D. Bock made motion to allow, J. Lyon second, Vote-yes.
-Nautical Festival has requested fish pond.
Festival can supply volunteers. Outlines of safety guidelines will
be assembled.
Frank Report
-Presented preliminary creel data; final
numbers will be collected and presented at next meeting. New VHS
test can produce faster results and inoculation for eggs could
improve walleye hatching. Early testing shows potential to improve
walleye production.
