 Communications

-Burt Lake Preservation Society meeting, July 10th, 10am.

-Sturgeon Forever 3rd annual golf fundraiser, June 26th

-Brain Wagner, RC Marina harbormaster, asking interest in camera funding. Motion made by Signorelli to support camera $259.46, passed.

-County Fair, Black lack association agreed to purchase fish for county fair fishpond. Fair dates are June 25, 26, & 27 (Fri-Sun). Times Fri 3-8pm, Sat 12-7pm, Sun 12-3pm. 100 fish only. Profits go to the fair board. Price 2/$5.    

Committee Reports

No tournament update. Possible special meeting.

 Old Business

-Lake Invaders film showed at Presque Isle District Library May 27th. Refreshments reimbursed to J. Shafto.

-Sturgeon hatchery fish tour (members only), June 9th, 1pm.

-26th annual HBAAA Banquet report.87 tickets sold, plus 1 comp for speaker. Expense report presented.

-Ocqueoc center dock update. Kiwanis showed interest. Steve Bullman is contact. Removal concerns. More information needed.     

-Club compiling list of assets in member’s possession. Members need to make a list of any club property. 

 New Business

-Motion made by Signorelli not to publish treasurer’s report in newsletter or online, seconded by Karsten. Passed. Signature authorization on accounts being updated. Multiple signatures required to access accounts.

-New freezer at RC fish cleaning station. Supplies for studies available on site.    

Frank Report

-MUCC has monthly breakfast with DNRE Director Humphreys. Club can send member. 

-Atlantic salmon the topic at the Great Huron Advisory meeting. Krist needs photos of recently caught Atlantic salmon, with date caught and location.

-450,000 Chinook salmon planted in Rogers City on May 13th and 19th.

-Attempting to contact U of M concerning Black Lake. Assembling a research priority list.

Communications

-Ed Rutherford concerning fry traps. Boats being caught in cables connected to traps. 10 traps on east reef. Good numbers of baby lake trout. Buoys out to mark trap locations. 

 Committee Reports

Tournament: flyers are out on streets and distributed on east side of the state and to fisheries workshops. Insurance has been paid for tournament. Tournament account: $2,656.71. Tents paid. Posters and flyers paid.

 Dinner banquet: Speaker well-received and thank you letters sent both to Dr. Schaffer and his boss by email. Additional thank you to be sent on club letterhead. Bill from bar, hall, and raffle tickets not received yet. 87 tickets sold. $3,519.00 in gifts donated for raffle prizes. List of donors to be published in newsletter and website.     

Old Business

Mackinaw Outfitters fish pond ran May 1st and 2nd. Management was happy about turnout. $249 income from pond. Money will be used through Mackinaw Outfitters for later club events.

 Lake Invaders film showing scheduled at Presque Isle District Library in late May.

 Sturgeon hatchery visit will be held in June for members only.

 New Business

Presque Isle County Fair: club will not donate fish, only time. Currently HBAAA will not be participating in PI Fair. If fair pays for fish, club will run pond. Motion made and passed not to purchase fish for fair.

 Ocqueoc Outdoor Center dock project: cost estimates presented. $2,591 for aluminum 5x20 floating-state tax = $2,145. $6,000 for 5x20 marina quality dock. $4,800 for 5x20 on stilts. There are two used 5x20 floating docks for $800 each from Boyne City. Still in water being removed in coming weeks. Steel structure with wood platforms. Mooring not included in price. Site will need to be examined to determine installation requirements.

 Newsletter: Bill from dockside printing for 6 page newsletter for Jan/Feb (325 quantity) $386.75 ($1.10 ea.) and Mar/Apr (225 quantity) $357.15 ($1.59 ea.). Motion made and passed to print 325 quantity.

 Assets: List of assets should be assembled and inventory by each member to list club assets in their possession. Motion for purchase of additional strap, maintenance lumber for fish pond. Motion made and passed for $100.     

 Elections

R. Peacock, nominated and elected. J. Lyon and J. Signorelli re-elected.

 Frank Report

Attended meeting in Sarnia. Met with Canadian fisheries representatives. Focused on whitefish, gill netting of whitefish. Tried to get more interest in planting more rainbows. Interest in Atlantics was minimal, but will continue to push. Attended MI Sea Grant workshops. Turning Point system was used and information is being collected and will be presented in next Frank Report. Inland committee expressed interest in major study of inland waterway and Black Lake. Tagging and adult survey. Food web study. Carry capacity. U of M may attend Black Lake Assoc. meeting to develop relationships. LSSU study may not be as effective as hoped due to early ice out. Possibly missed the spawn. Eggs were crushed in transit to campus. Next year zooplankton study may be a part of the study. Stomach study on Black Lake would be very helpful but requires funding and public participation. Floated Ocqueoc R. from weir to lake saw 100-150 steelhead. About .25 mile above the US23 bridge started seeing freshly planted steelhead.

 Committee Reports

Tournament brochures and posters complete and approved

 Dinner menu of veggie dip, cheese and crackers, shrimp, roast beef or chicken, and 2 sheet cakes approved.  Meeting will be held April 20th at 7:30 concerning ticket sales.  Currently $550 has been spent on prizes. Motion was made to purchase $500 of additional prizes from Franks or Northwoods. Motion was passed and Steve Shafto volunteered to go purchase items. The prize of charter fishing trip will be open auction item.

 Old Business

A copy of Lake Invaders was donated to HBAAA by Steve and Julie Shafto. Viewing of lake invaders may be held at R.C. senior center.  Jim Schaffer will be invited to speak following showing.  Spending of up to $250 was approved to arrange speaker and refreshments.  A mid-week evening in May will be scheduled depending on availability.

 Steelhead plant has been delayed despite good river conditions, due to slow growth rate of fish in the hatchery.  S. Shafto continues to head up communications with MDNRE. 

 HBAAA board has agreed not to renew membership to Rogers City Chamber of Commerce.  Due to the fact the club cannot maintain membership to all Chambers in our operating area, it is unfair to only join Rogers City.

 New Business

NOAA habitat restoration project request cooperation getting support in obtaining grant funding. 

 Nautical festival has requested HBAAA to operate fish pond during festival.  Board approved, but will not include fish cleaning.

 Mackinaw Outfitters fish pond event will be held for 2 days in May. Special meeting will be held to make arrangements.

 Elections

Three board member terms expire this year: B. Grant, J. Lyon, J. Signorelli re-election or new members needed.  B. Grant announced he is not interested in re-election, although he will continue his active participation with the club.

 J. Shafto announced the club has been invited to tour sturgeon hatchery.  This will be a membership only event held in June.

 Frank Report

Lake Huron Advisory committee met and discussed SeaGrant workshops. Six year study on brown trout, larger fish will be planted for three years with a goal of 5% to creel required to continue program. Chinook cut seems inevitable due to survival of young. Study of prey base shows prey population has tripled from 2008 to present.

 Guests

Dave Snow, Executive Director of Rogers City Chamber of Commerce, addressed group regarding chamber membership fee. Nonprofit rate went up from $25 to $50. HBAAA is listed on website as member under sports fishing. In past, membership was traded. HBAAA on record for helping community and in particular the port marina in Rogers City. Snow to take proposal of membership trade back to the Chamber of Commerce Board.

 Cheryl Peters, Michigan State University Extension, Presque Isle County Director, presented partner report with stories on Great Lake Stewardship project and Toyota water quality youth projects that highlight HBAAA involvement. County Commissioners interested in dock repair at Ocqueoc Outdoor Center. Other donors may be interested in helping with dock replacement. Community day at Ocqueoc Outdoor Center planned in May – HBAAA invited. Possible summer sportsman’s day for youth at the camp and request for HBAAA to do fishing activity. Details TBD. 

 Ron Dulak, Black Lake Association, proposed project of $1,800 done by LSSU. Frank proposed equipment is retained. Experienced locals should be involved in testing locations. Motion (Colona) to provide budget of $975 to Black Lake Assoc. Approved (Smrchek, Signorelli).

 Communications

-Corrections have been sent to Alpena News regarding tournament.

-Letter received from RC Marina Harbor Master approving tournament dates.

 Tournament Committee Report

At last meeting, finalized brochures and posters. All advertisement spaces sold. Promotions sent to printer. Sponsorship of $500 from PIE&G to support family fun day to partially cover fish pond.    

 Banquet Dinner Committee Report

Tickets are printed and ready for selling. Rogers City senior center is rented, starting at noon. No deposit req. Contract in hand. Clean up by HBAAA. Cost $210 ($60 lounge, $115 hall, $35 kitchen warmup). Manzana’s deli and bar also arranged. Coke product donated. Krist to send letters to sponsors will go out at end of March to announce speaker and dinner. Equal amounts on local prizes, still needed. A meeting one week before the dinner to be scheduled. Jeff Schaeffer from U of M is confirmed as speaker.

 Old Business

Invasive species Film: Lake Invaders. DVD available, $27. Johnson available to speak after local showing. Motion approved for HBAAA to buy copy of DVD and donate to PI District Library after use.  

 New Business

Steelhead plant, Ocqueoc River this spring. A plan is needed. Last year’s date was April 16. Early plant could avoid cormorants. HBAAA asked to keep department aware of icing on river and lakeshore.

 Frank Report

In Lansing, groups submitting questions and concerns to be presented to candidates. Proposed email response system for replying to state issues. Bock, Smrchek, and Krist attended an Alpena Biodiversity meeting and participated in small group discussions for document being developed between U.S. and Canada about fisheries, exotics, and agriculture regulations. Inland advisory committee active. Food web being studied on interior, UM has mid 1970’s data to compare and is motivated to review research. Enthusiasm for working with major issues and involving students in research. Could produce data to improve inland waterway. National attention possible. Sea Grant to have evening meeting in Alpena, dates not set, mid to late April. Interest in Asian Carp, growing concerns. Krist distributed information packet on Silver and Bighead Carp.

 Guest

Brian Wagner, Rogers City Harbormaster, reported on Davis weather monitor. HBAAA to be listed as primary sponsor to add club promotion just under $1,000 to replace Oregon Science equipment. Davis gives a webpage per station. Wagner proposed a Rogers City Harbor/HBAAA site with a link on the City of Rogers City website. Real time statistics available 24/7 for the weather station. Monitor to provide wind speed and direction, rain, temperature, barometric pressure, wind gusts high and low. Will link to Davis network of weather stations. To be installed and functioning before payment required from HBAAA. No more than $1,000 motioned by Smrchek, second by Signorelli; approved.

Tournament

5 donations for big fish secured. Brochures under development. 5 fish daily limit. 21 advertisements secured and the 5 big fish sponsors will also have advertisements; totaling 26 advertisements. Family Fun Day scheduled for Saturday. Saturday fish until 7:00pm, Sunday until 2:00pm. No captains meeting, information packet. S. Shafto inquired if HBAAA had interest in becoming event on a new Lake Huron tournament trail. More information needed.

 Banquet

Discussed rental hall and menu options. Rental hall $250 for 12 hours. Senior Center in Rogers City $19/plate (includes hall). Menu: roast beef, pecan chicken, redskins, green beans, salad, cake, cheese/ shrimp app. 85 person minimum. Second option to have Manzana’s cater event- $8.95, same menu minus shrimp. $300 for shrimp. ($15/ person no hall, $17.50/ with hall) Signorelli motioned for Manzana’s, second by Lyon; approved.

 Old Business

Fish dock at Ocqueoc Outdoor Center. D. Bock found no used docks. Paquin will donate dock when Detour harbor is redone. Not to be done until next year.

 Invasive Film. DVD soon available. Johnson can speak after showing, if rent RC senior center, $115 a showing. lakeinvaders.com. Postponed to next month when cost is set and DVD available.

 New Business

Banquet key note speaker. Sean Brooks of Homeland Security requested to speak at banquet. B. Grant suggested speaker present at monthly meeting instead of banquet. J. Shafto to attempt to get presenter on diet study for banquet speaker, Jeff Schaeffer.  

 Rogers City Chamber sent $50 bill for renewal membership. D. Smrchek requested reciprocating membership with Chamber. Some members did not want to pursue renewal of Chamber membership.

 S. Shafto informing Sea Grant to hold meetings in evenings instead of morning/ all day. Seeking underwriters to help with finance of Sea Grant workshops. Sponsorship may bring class to our area. Club reaction negative.

 Frank Report by Julie. Ciscoe project, no eggs taken, too late in the season. New nets being constructed in Alpena. Atlantic project. Platte fish doing well to be planted in Au Gres. Lake trout mortality from Alpena to Harrisville. Stealhead net pen to improve acclamation.  St. Mary’s creel survey this year, 15 sites. Short $7,000, looking for possible donors. Coho plant cut by 1 million. New lake trout regulations. 10”-28” legal fish, one over 28”.

Fishing Tournament – Preliminary plans presented.  Next tournament meeting will be held on January 13 at 1:00-pm at Karsten’s Restaurant.    Bill Karsten will be the Treasurer for the Fishing Tournament.   

 Old Business

Ocqueoc Outdoor Center Fishing Dock – Dave Bock to contact Walleye Club regarding availability of old dockage to be recycled for use at Ocqueoc Outdoor Center. 

 Mackinaw Outfitters – Rick Colonna contacted Mackinaw Outfitters and finalized date of May 1 and 2 for Fish Pond.  Mackinaw Outfitters to cover all costs.

 New Business
Rick Colonna presented request by Brian Wagner to support new weather station at Rogers City Marina.  Rick Colonna to solicit partnership support from civic groups.

 Annual Dinner discussed.  Rick Colonna and Joe Signorelli to investigate Rogers City Senior Center dinner costs and report back.   

 Invasive Species Movie – Julie and Steve Shafto suggested the movie be shown locally.  It was moved by D. Bock was seconded by Frank Krist and carried that Julie and Steve Shafto would investigate local showing venues and costs.

Frank reported on the Coalition and requested a $500 donation be made to support their efforts.  Dave Bock made a motion to approve.  It was seconded by Joe Signorelli and carried.

 Committee Reports -Fishing Tournament Rick Colonna informed HBAAA member that Dave Smrchek gave a list to him on what has to be completed for the Tournament. Rick asked if any one wanted to head the Tournament, no one stepped forward.   

 Membership – Membership Drive continues.  Rick Colonna contacted and got Cedar Log & Lumber and The Lighthouse Restaurant to renew their participation in HBAAA Membership.

 Old Business

Lake Superior State University –Final proposal for student agreement was presented at 12-2 meeting in general it was approved, need clarification on article 5 & 6. Black Lake to review with LSSU. 

  Ocqueoc Outdoor Center Fishing Dock – Dave Bock to head up efforts and to talk to Cheryl Peters on requirements. Dave was not present to review.

 Onaway Outdoor Show – Bud Hasse and all members did a great job at the show. Attendance was down and we had about 50 fish left over.  Safety glass we suggested for people using the pond . Bill Karsten bought gifts for next year dinner at show.

 New Business
Bill Karsten pointed out that the new letter is costing more than what is coming in on advertizing. It was suggested that we keep news letter to only 4 pages and adding note to go to web page for other information.

 Mullet Lake Frank Krist reviewed Mullett Lake meetings.

Rick Colonna told HBAAA about a weather station that Rogers City harbor would to install at the harbor. They also would like fund support from HBAAA. HBAAA would support if the station is up and running.

 Mackinaw outfitters ask HBAAA to run the fish pond at their store next spring.   Rick Colonna to call and get details.

Frank reviewed Cisco egg harvest. Harvest was poor do to weather and timing.

Committee Reports -Fishing Tournament - D. Smrchek resigned as tournament coordinator.  2010 date sent for second weekend in August.  Need to send letter to City Council to confirm date and times.

 Old Business

Lake Superior State University – Virgil Smith met with LSSU Study to involve eggs study and food web; total budget is $3,000 for Black Lake and $3000 for HBAAA for a student. Final proposal to be presented at next meeting.

  Ocqueoc Outdoor Center Fishing Dock – Dave Bock to head up efforts and to talk to Cheryl Peters on requirements.

 Swan River Weir – Final count at weir 4,000+ salmon harvested. 

 New Business

Mullet Lake – Representatives from Hammond Bay Area Anglers attended meeting in Lansing re sport fishing on Mullett Lake.  Outcome was positive.    

 MUCC Coalition – Frank Krist suggested HBAAA join the MUCC Coalition Inland Waters.  It was moved by Dave Bock, seconded by Joe Signorelli and approved by the Board.

 September 2nd, 2009 Minutes – Presented and approved. 

 Treasurer’s Report – Savings Account $21.61, Defense Account $6,437.28, Memorial Account $1011.16, Checking Account $7,092.27; report accepted as presented. 

 Communications-B. Karsten and J. Lyons attended the Sturgeon Forever Dinner on September 11, 2009. Not many prizes were won by HBAAA.    

Kiwanis Club repaid $2,000 of the loan for new The Fish Shack trailer. 

 Onaway Outdoor Show - Fish Pond will be reworked at 9:00am on Wednesday, October 14th at TLC Ranch. 

 Brown Trout were planted at the Rogers City Marina on October 1st and 5th.  Approximately 4,600 ten to eleven inch fish were planted. 

 Swan River Weir – A trip is being planned.  Julie and Steve Shafto will coordinate and communicate details.

 Committee Reports

Fishing Tournament - D. Smrchek requested that the tournament date be moved and that it be a two day event.  A motion was made in support by D. Bock, seconded by J. Signorelli and passed.  Follow up meetings will take place at a later date.

  Membership – Membership Drive continues.  Several new members have signed up. 

 Old Business

Lake Superior State University – The next meeting involving LSSU will be held at the Black Lake Assn. meeting on October 12th at 7:30pm.  How to best support LSSU will be discussed. 

 Ocqueoc Outdoor Center Fishing Dock – Not discussed. . 

 The Frank Report

Bad news from the DNR, they will be losing staffing.  Kurt Newman is leaving. 

 Lake trout harvest is close to limit.  A proposal may be made to limit size and catch requirements. 

 Smelt populations are increasing.  There may be a need for new funding to keep the coalition going.  Frank will attend coalition meeting to discuss future actions.

Fishing Tournament – B. Karsten and B. Grant raised the question of how money was tracked for the Tournament.  Need better accounting processes and procedures.  R. Colonna to follow up w/D. Smrchek.   

Membership – Membership Drive continues.  Several ideas were presented on how to get people to sign up.  Each member was given knives to use as an incentive to sign up for two-years.

Lake Superior State University – HBAA will work with Black Lake Assn. to establish fund for LSSU.  D. Bock to contact Blake Lake Homeowners Assn. re: date for LSSU to attend their meeting.   

Nautical Festival – Fish Pond was a big success.  We need to work closer with Kiwanis to coordinate efforts.   

New Business

HBAA Volunteers needed to work one hour on  September 17, 2009 at Ocqueoc Outdoor Center with St. John’s Lutheran School students to show how to tie night crawler harnesses and spinners. 

HBAA Volunteers worked with Julie to collect samples/data from fish caught during The Fat Hogs Fishing Tournament (to be processed by DNR).  Thanks to all who participated.

Ocqueoc Outdoor Center Fishing Dock – HBAA to investigate construction of a new fishing dock at the Ocqueoc Outdoor Center.

F. Krist attended annual tribal meeting and discussed concerns about Black Lake sturgeon and nets for smelt harvesting.

 Minutes were presented orally but not approved.  Official minutes to be presented at the  September meeting.  

 Treasurer’s Report – Savings Account $21.57, Defense Account $6,437.28, Memorial Account 881.16, Checking Account $7,185.22; report accepted as presented. 

 Communications – It was moved by J. Signorelli, seconded by D. Bock to renew membership in Huron Pines for $100.00.  Motion carried. 

 Email from Mike O’Connor (HBAA member) in support of establishing an endowment at Lakes Superior State University including a contribution from the O’Connors and annual pledge of $50 in support. 

 A story appeared in the Onaway Outlook on Hooked on Fishing.  Hooked on Fishing will also be featured on Michigan Out-of-Doors to air on August 6, 2009.

 A note of appreciation from the Black Lake Association was read.

 A letter from Beach Hall expressing his appreciation on behalf of Rogers City for moving the fishing tournament to Rogers City. 

 Committee Reports

Fishing Tournament – D. Smrchek reported on the July 25th Tournament.  7 boats participated.  Fishing Pond was a great success.  Rain dampened the Pig Roast.  Overall consensus was positive.  Financial Report to be published in the newsletter. 

 Old Business

Thomas Coates  from Lake Superior State University presented three options for Hammond Bay Anglers to consider for providing funds to help the Foundation.   

Option 1 - $25,000 to Establish an Endowment

Option 2 – Combine Annual Support with building towards an Endowment

Example:  Donate annually $5,000 - $1,000 would be allocated to immediate support with $4,000 earmarked toward building an endowment.

Option 3 – Establish a Fund

Host an annual fund raising event with proceeds donated to a fund a Lake Superior State University.

 The Board decided to review details and bring forth a plan of support at a special meeting.        

 New Business

Filing to renew non-profit status with the State of Michigan is required.  R. Colonna will fill out and give to B. Karsten for submission.  Filing fee of $20.00 due October 1, 2009.

 B. Karsten reviewed the revised bond requirements for HBAA for D. Smrchek and B. Karsten at a cost of $220 for three-year coverage.

F. Krist explained that  five billion dollars has been allocated to Great Lakes Projects.  5 million to be expended this year.

 Treasurer’s Report – Savings Account $21.57, Defense Account $6,425.27, Memorial Account 610.30, Checking Account $7,255.71; report accepted as presented. 

 Communications – The newsletter of the Burk Lake Preservation Association was made available to anyone interested and it was announced that their tenth annual meeting was taking place on July 11, 2009 with a nature walk at Seven Springs on July 10th.

 Committee Reports

Fishing Tournament – D. Smrchek reviewed the new tournament schedule and updated the board on costs and number of entries.

 Old Business

A discussion on support of Lake Sate University took place.  No action taken.  R. Colonna to invite LSU to come to meeting and make a presentation on programs/needs.   

 Elections – Officers appointed were R. Colonna, President, D. Bock, Vice President and M. Peters, Secretary. 

 Presque Isle County Fair and Outdoor Center Activities were reviewed.  R. Colonna thanked all who helped to make them successful. 

 Hooked on Fishing – M. Peters presented costs of program rods and reels ($429.95).

 Membership – It was decided to have a 2-year membership drive with a knife given as an incentive with a 2-year membership commitment.  It was voted and passed to pay for knives.

 New Business – A discussion about the newsletters and associated costs took place.   A decision was made to decrease quantities printed to 150.  R. Colonna requested that HBAA collect email addresses of members who would prefer to receive newsletter via email, further saving on mailing costs.

F. Krist attended the Lake Huron Citizens Advisory meeting and reported on Cisco and Whitefish conditions in Lake Huron.

Secretary’s Minutes from May were read and accepted.

 TREASURERS REPORT: Savings Account $21.57, Defense Account $6,425.27, Memorial Account $460.30, Checking Account $7,407.78, accepted as read. B. Karsten presented financial report for the 2009 Banquet which resulted in a net profit of $2,183.78.

 B. Karsten proposed a free membership for Ken King in appreciation for his participation at the 2009 Banquet.  Approval granted. 

 B. Karsten presented bonding requirements and $220 total cost for new $25,000 bond for two board members for 3 years.  Motion by J. Signorelli, second by D. Bock.  Motion  carried.

 COMMITTEE REPORTS

FISHING TOURNAMENT:  D. Smrchek gave an update on the status of the Fishing Tournament including a financial report.  The cost of the fish for the fish pond will come out of Tournament proceeds.

 OLD BUSINESS

HATCHERY TOUR ATLANTIC SALMON: 20+ members enjoyed the Hatchery Tour and Lunch in Sault Ste. Marie on Friday May 15, 2009. J. Shafto read a report that will be published in the Presque Isle Advance and in the HBAAA Newsletter and posted on the HBAAA website.  It was discussed at the meeting that the HBAAA would like to learn how HBAAA can help Lake State University in their fish tagging operations or other means of support.  J. Shafto to follow up on.

STOMACH CONTENT SURVEY:  Going well with over 150 samples collected for delivery to the DNR.

 HOOKED ON FISHING:  M. Peters gave a report on Hooked on Fishing activities and request for 35 new fishing poles.  He has already been give (HBAAA) approval to spend up to $500 to purchase new poles.

 NEW BUSINESS

ELECTIONS:  Nominees for three open positions were:  R. Colonna, D. Bock, M. Peters and S. Shafto.  Ballots cast and the following were elected:  R. Colonna, D. Bock and M. Peters.  Officers to be appointed at July meeting.

 MEMBERSHIP:  S. Shafto recommended a Membership Drive and a meeting will be held on June 10th at noon to discuss ways to increase membership.

 CREEL CENSUS:  S. Shafto reported that DNR creel census requirements are too detailed and time consuming for club members to participate in.  Other means of creel census will be looked into.

 PRESQUE ISLE COUNTY FAIR:  R. Colonna discussed the dates and time of the Presque Isle County Fair and the staffing requirements for the fish pond and requested $250 to be donated to the Fair.  Financial support was approved.  R. Colonna to follow up with members to work pond.

 THE FRANK REPORT:  F. Krist discussed findings of Lake Trout eating salmon fry planted in Swan Bay.  Also reviewed was partnership application with Great Lakes stewardship initiative.  HBAAA will be a supporter , but no money will be given at this time.

MAY 6, 2009

 GUEST SPEAKER: Tathy Arkwood part of GET HOOKED ON FISHING AND NOT DRUGS is looking for some financial help to keep this program going again this year. In 2007 27 students attended and 54 students in 2008. Some rods and tackle boxes still remain from last year and a count will be made to determine how many will be needed for this year. Motion by Lyon to provide up to $500.00 for this years program and 2nd. by D. Bock, Motion carried.

 Secretary’s Minutes from April accepted as read with corrections , Ron Dulak to be added to Black Lake Fishery info  and that every 3 years a creel census is done on the Ocqueoc River.

 TREASURERS REPORT: Savings Account $21.57, Defense Account $6425.27, Memorial Account $460.30, Checking Account $7006.31, accepted as read. Approximately $2359.31 profit at Banquet and an updated report will be given at a later meeting.

 COMMUNICATIONS: Received $35.00 bill from BK Insurance for Tournament  and will be given to Tournament Director for payment. Letter will be sent to advertisers to raise advertising fee to  $95.00 from $84.00.

 HATCHERY TOUR ATLANTIC SALMON: Approximately 16 members will go to Sault Ste. Marie on Friday May 15, 2009 from 10:00-Noon. Carpooling or individual cars will be going.

 JULIE SHAFTO  has bags for samples of fish stomachs, vertebrae and adipose. Julie will also be writing an article for the PI Advance.

 CORMORANT CONTROL:  Steve would like to thank everyone who worked and for making this a great success. Thank you Steve!

 ELECTIONS: Motion by D. Bock to hold elections at JUNE MEETING, 2nd. by Jack Lyon, Motion carried.

 BLACK LAKE FISHERY COMMITTEE: Only 2 boats fishing South end of lake for Walleye Opening Season. Received raffle license and Banquet will be 7-18-09 at the UAW. Tickets will be $25.00 per person and raffle tickets will cost $2.00 each or 6 for $10.00. Dinner will have two entrée’s N.Y. Strip or Chicken Breast.

 Frank and Theresa went to Sarnia for 2 days and met with biologists and commercial fisherman concerning changes to improve Lake Huron Fishery. Frank suggested trap nets and no interest was shown.  Canada’s prime interest is in commercial fishing and lack of interest in Lake Trout.

 FAT HOGS TOURNAMENT in September and  LIONS TOURNAMENT in early July to be discussed at next meeting. Discussion of doing a diet study of fish caught.

BANQUET UPDATE: Pre Banquet Meeting 4-22-09 at 7:30 p.m. Tickets will be sent to advertisers.

 STEELHEAD FISH PLANT: Letters have been sent out to residents  and law enforcement. Protocol for Cormorant Control will be followed to the letter. Scarecrow and boat and noise makers will be used only if necessary. Documentation is a very important part of this process and members will be working in three shifts. Any boats used must have PFD and any other necessary safety devices aboard.

Joe purchased screamers and bangers at a cost of $45 a hundred and another launcher. Motion to reimburse Joe $172 for merchandise  and shipping by Krist and 2nd. by Lyon, Motion carried.

 BLACK LAKE FISHERY: Virgil Smith and Ralph Stedman installed 3 temperature probes at three locations in the Rainy River. Discussion with DNR/DEQ  concerning  beaver dam removal. Have been advised to do analysis  of  food chain in Black Lake.  Annual Banquet  at UAW 7-18-09. Selling Raffle tickets for Kayak, Gas Grill and $100 gift  certificate Tom’s Market.  New By Law’s are being written at this time.

 ELECTION AT JUNE MEETING 3 TERMS ARE UP IN JUNE 2009. Rick Colonna, Dave Bock and Marianne Bock.

 NEW BUSINESS: Julie brought  information on tour of Lake Superior State Aquatic Lab for Atlantic Salmon in  Sault Ste Marie. Possible date of 5-7-09 was suggested  and will be looked into to see if available.

 SALMON RETURNS: Rogers City 2007 reported 1400 salmon  and 2119 in 2008. Alpena South was nonexistent. Natural reproduction is increasing in this part of the lake. New Lamprey treatments are being used at this time. DNR does not do a Creel Census on the Ocqueoc River. Since 1996 we have only had a $1.00 increase in license fees and due to the poor economic  times in the state of Michigan money is not available for research and funding of our Natural Resources which includes hatcheries and fish plants.

 COMMUNICATIONS: THE DOG ATE THE CHECK. Rick’s dog Mocha ate the refund check from the state lottery so either a reissue check by the state would be looked into or Rick will replace the check.

 GUEST SPEAKER: Charlie Lyons spoke to us on behalf of the Ocqueoc Watershed Habitat Restoration Project with help of funding from Wolverine Power and help with money and labor from the Presque Isle County Road Commission and design and permit Huron Pines. Sites would be  according to priority.

Curtis Road Crossing, Spens Rd. Fish Crossing, Peltz Rd. and Little Ocqueoc Silver Creek Super Project.

 TOURNAMENT UPDATE:  All Ads sold  and brochure went to the printers today. Rogers City Council approved HBAAA using Band Shell, and Harbor during the Tournament. Friday will be Media Day and set up for the tournament. Will ask Power Squadron if they would do some boat inspections and set up a booth. Fish pond will be set up as requested by some city businesses. We hope to have 4H and Black Lake educational displays set up . We hope to make this a family day at the harbor with things to interest both adults and children  and keep them in the Harbor area.

Place Mat advertising will be done this year and advertising on Chamber Website and Mackinaw Outfitters Website.

BANQUET TICKETS will be sold at $30.00 each and limited to 120 tickets for Prime Rib Buffet. Motion by Smrchek and 2nd. By D. Bock, Motion carried. Gift collection lists for banquet handed out by Frank.

 WEBSITE: www.hbanglers.com will be maintained by Rick Colonna and cost up to $155.00 . Motion to approve $155 by Smrchek and 2nd. By Grant, Motion carried.

 OCQUEOC RIVER PLANT US 23: Cormorants will be problem need volunteers to help with control. This must be done by the book and follow  guidelines. Motion by Signorelli to buy more screamers for $100 and 2nd. By Smrchek, Motion carried.
