HBAAA REGULAR MEETING MINUTES

Committees

-Tournament sponsorship going well. Invoices will be sent to confirm ads.  Still seeking sponsor for big walleye. J. Signorelli made motion to purchase 2,000 flyers at cost of $611.00. 2nd by J. Lyon. Passed.

 Old Business

 New Business

-J. Signorelli proposed club assist Rogers City harbor in installing additional signs to mark legal/illegal locations to fish inside the harbor. Concern for brown trout may lead to closing harbor for fishing for certain times of year. Changing size limits not a realistic possibility. Krist made motion to support signage, 2nd by Peacock. Passed.

-Steelhead plant may be cut by 400 fish.

-S. Shafto composed a letter and collected data to support club to petition legislatures. Our goal is to find funding to purchase new research vessel to replace Chinook. S. Shafto will be on agenda of next MUCC meeting. Chinook is currently in dry dock for extensive repair. Follow-up will be made with MUCC coalition and Lake Huron Advisory Committee. Club is encouraging S. Shafto to pursue additional information and obtaining partnerships where possible.

 Frank Report

-Collected 1 million Cisco eggs from St. Marys River. Experimenting with trap nets. Fish are very delicate. Collecting went on for one week. Winds were problematic. 340,000 eggs survived from harvest. Two locations for future plants: Thunder Bay and Saginaw Bay.

-70% of brown trout returning at age 2. Spring planted fish grow more in the first year. 90% of browns die after spawning.

-Many small steelhead caught in Au Sable. May have been affected by cormorant control. Growth and survival rates are being studied.

- Burt Lake marina newsletter.

-Great Lakes sport fishing council renewal notice. Motion made to spend $75 to renew; approved.

-Mackinaw Outfitters request fish pond in May.

 Committees

-Some Tournament advertisers committed. Printing samples for tournament brochure and mini poster.

-HBAAA Club dinner April 30, 2011. Dr. Schaeffer is willing to return to do another presentation as follow-up to last year. Club will attempt to book Rogers City Senior Center again.

-         Onaway sports show, thanksgiving weekend. Sport show will provide volunteers to run event. Club has problem providing volunteers to assemble tank. Contact with Onaway sport show will be made to set up training on tank assembly and operation. Board member must be present at all times while pond is set up and run.

-         -Mackinaw outfitters request two-day fish pond. Club expressed one-day would be simpler for volunteers; club is willing to run two-day event if needed.

-         -Black Lake Association. LSSU would like to add to the existing study collecting walleye larva to incubate and study.

-         Club member voiced concern for condition of MDNRE research vessel out of Cheboygan. It should be a top priority for MDNRE to replace. The research done aboard this vessel is vital. It may require communicating with state and local politicians to raise concern for funds. An official club letter will be formed for board and membership to sign.

 Frank Report

-Lake Huron advisory – every port to give report on fishing. Few chinook from Alpena. Walleye moving north and south out of Saginaw Bay. Big number of smelt in all sizes, in varying areas. Concern for Lake Michigan chinook, adult return is down, size is down. Steelhead return is also low. Atlantic salmon – eggs and fingerlings are at Platt River hatchery. Budget will be important to find a future for the program to improve hatchery. 1.2 million upgrade is needed to raise Atlantics. Currently MDNRE hatcheries are not built to properly raise Atlantics to proper size.

 Communications

-CWT need to be turned in by October 15th or taken to Alpena.

-J. Shafto invited to do bait fish survey aboard research vessel, will report at next meeting.  

-Onaway Chamber of Commerce requests HBAAA support and participation at outdoor show. Outdoor show sponsors will pay for fish. Show to be held Thanksgiving weekend Fri, Sat, Sun.

-Tournament: Karsten passed out detailed tournament expense report. 2010 tournament sponsors/ advertisers, expenses, and profits were reviewed. Use of portal band shell was proposed in place of renting tents. Use of pavilion also a possibility. HBAAA food vending will be eliminated from 2011 tournament. Advertisements will be examined and changed. We may consider holding a Captains meeting for 2011 tournament. Club will attempt to confirm sponsors by mid-December to print brochures and posters by first week of January to allow distribution at statewide outdoor shows. Board members each received a list of sponsors responsible to contact.

-Fish pond will not be run by HBAAA at nautical festival 2011.    

-DNRE completed fall survey of Black Lake. DNRE study was done on west shore. Tribal study was done on the east shore. Each group produced 40-50 Walleye. Numbers appear to be rising. Fish seem fairly dispersed around the lake. LSSU egg study will continue next year and incubator will be used to hatch fish for further study. Proposal for zooplankton study is currently being discussed. 

 Frank Report

-Acoustic surveys of Lake Huron are finding smelt of all sizes. Last year’s hatch is doing well. Steelhead stomachs have been found to contain three-spine sticklebacks, which are a non-native species. They are an upper water species that could provide good forage for steelhead. DNRE has established four management zones. Advisory Boards are being set up to address regional issues. Brown trout plant schedule for October 11th.  Goal of 5,000 fish.

-Sturgeon for Tomorrow banquet Sept 11th. 5:00pm. Motion to buy ($50) couple’s ticket. Vote taken. 3 no, 4 yes. Motion passed. J. Lyon and spouse will attend to represent club.

 Committee Reports

-Tournament. Several bills yet to be received. 2010 Tournament numbers provided by J. Shafto. Thanks to all who helped in data collection at the tournament. Food vending was problematic. Tournament events will be altered. Member submitted list of suggestions for future fish pond and tournament events. October meeting will focus on future events.

-J. Shafto to collect stomachs and other samples at the Fat Hogs fishing tournament Labor Day weekend.  

 Frank Report

Attended executive council meeting. Committee set up to discuss sturgeon quota in Black Lake. Total limit expected to be around 10. To be split between Tribal and sport fisheries.

 Good hatches of both smelt and alewives. Greater numbers indicate potential recovery. Size may be too small to survive winter.

 Steelhead catch rates up. Questions about different genetic strains in local area.

 Few brown trout being caught. Two more years of brown trout are planned. Spring plants have been cancelled. Five percent return required in the next two years to continue fall plant.

 Committee Reports

-Tournament meeting at Karstens produced a schedule of events. Schedule distributed. Read and approved. Motion to manually calculate weights for tournament (unanimously passed). Cost for BBQ meals not set yet. Next meeting August 9, noon, Karstens. Radio ad to run through tournament (bill paid for broadcasting). Vote taken by tournament committee to continue newspaper ads through weekend.

-Fish pond at Nautical Festival. Set up 8am. Fish arrive 10am. Take down 2:30pm.

 New Business

--Member proposed club fishing outing.

-Black Lake has positive research taking place. Forage netting. Scale and flesh samples are being taken from fisherman at boat ramp. Mussel trend study being discussed for next year.

-Proposed field trip to biological station.

-Swann River tour may take place again this year.

-Motion to spend up to $300 for new tent.  

Frank Report

Annual executive council to be held August 19th, agenda not yet set. Lake trout reproduction seems to be improving. Chinook head collection going well. Lots of samples are being sent. Anglers are encouraged to participate in sample collection. Forms and kits are available at fish cleaning station in Rogers City. Call J. Shafto or F. Krist if you have any questions.

 Communications –

Julie Shafto reported that 800-1,000 stomachs processed by Jeff   Schaeffer of USGS.         Mullet Lake received 101,000 walleye.  Black Lake received 190,000.  Supported by Tribes and DNRE.

 Huron Pines requested contributions.  D. Smrchek made a motion to donate $100, it was seconded by D. Bock and the motion carried. 

 Committee Reports

Tournament update – Discussed tournament and decided to meet on 7/13 at Karsten’s at noon to put together tournament agenda and finalize tasks/responsibilities.  Contributions are pending from the Huron National Bank, Onaway Credit Union, Parrott’s and Coke.

 Old Business

 -Ocqueoc Outdoor Center dock – M. Peters not present.  Lack of overall support discussed.  Will discuss further at next meeting. 

 New Business

-Discussed fish pond at Nautical Festival.  R. Colonna to contact Kiwanis and report back on activities. 

 -Julie Shafto wanted to discuss club activities to increase participation.  To be reviewed later. 

 Frank Report

Inland Lakes Committee report walleye plants in Black and Mullett Lakes.  Frank also discussed updates on studies in Black Lake. 

There was a meeting in Traverse City June 21st with Tribes/State/federal reps reviewing Lake Trout models that where n question. 

-Lake Huron Advisory Meeting coming up. 

-Frank reported high interest in Atlantic salmon plantings. 

-Brown trout plants in Lake Huron are not encouraging. 

-A review of pen-raised rainbow trout for Lake Huron was discussed. 

-A proposed change of daily limits of fish.  One day plus two days in possession.

-Brain Wagner, RC Marina harbormaster, asking interest in camera funding. Motion made by Signorelli to support camera $259.46, passed.

-County Fair, Black lack association agreed to purchase fish for county fair fishpond. Fair dates are June 25, 26, & 27 (Fri-Sun). Times Fri 3-8pm, Sat 12-7pm, Sun 12-3pm. 100 fish only. Profits go to the fair board. Price 2/$5.    

Committee Reports

No tournament update. Possible special meeting.

-Lake Invaders film showed at Presque Isle District Library May 27th. Refreshments reimbursed to J. Shafto.

-Sturgeon hatchery fish tour (members only), June 9th, 1pm.

-26th annual HBAAA Banquet report.87 tickets sold, plus 1 comp for speaker. Expense report presented.

-Ocqueoc center dock update. Kiwanis showed interest. Steve Bullman is contact. Removal concerns. More information needed.     

-Club compiling list of assets in member’s possession. Members need to make a list of any club property. 

 New Business

-Motion made by Signorelli not to publish treasurer’s report in newsletter or online, seconded by Karsten. Passed. Signature authorization on accounts being updated. Multiple signatures required to access accounts.

-New freezer at RC fish cleaning station. Supplies for studies available on site.    

Frank Report

-MUCC has monthly breakfast with DNRE Director Humphreys. Club can send member. 

-Atlantic salmon the topic at the Great Huron Advisory meeting. Krist needs photos of recently caught Atlantic salmon, with date caught and location.

-450,000 Chinook salmon planted in Rogers City on May 13th and 19th.

-Attempting to contact U of M concerning Black Lake. Assembling a research priority list.

Communications

-Ed Rutherford concerning fry traps. Boats being caught in cables connected to traps. 10 traps on east reef. Good numbers of baby lake trout. Buoys out to mark trap locations. 

 Committee Reports

Tournament: flyers are out on streets and distributed on east side of the state and to fisheries workshops. Insurance has been paid for tournament. Tournament account: $2,656.71. Tents paid. Posters and flyers paid.

 Dinner banquet: Speaker well-received and thank you letters sent both to Dr. Schaffer and his boss by email. Additional thank you to be sent on club letterhead. Bill from bar, hall, and raffle tickets not received yet. 87 tickets sold. $3,519.00 in gifts donated for raffle prizes. List of donors to be published in newsletter and website.     

Old Business

Mackinaw Outfitters fish pond ran May 1st and 2nd. Management was happy about turnout. $249 income from pond. Money will be used through Mackinaw Outfitters for later club events.

 Lake Invaders film showing scheduled at Presque Isle District Library in late May.

 Sturgeon hatchery visit will be held in June for members only.

 New Business

Presque Isle County Fair: club will not donate fish, only time. Currently HBAAA will not be participating in PI Fair. If fair pays for fish, club will run pond. Motion made and passed not to purchase fish for fair.

 Ocqueoc Outdoor Center dock project: cost estimates presented. $2,591 for aluminum 5x20 floating-state tax = $2,145. $6,000 for 5x20 marina quality dock. $4,800 for 5x20 on stilts. There are two used 5x20 floating docks for $800 each from Boyne City. Still in water being removed in coming weeks. Steel structure with wood platforms. Mooring not included in price. Site will need to be examined to determine installation requirements.

 Newsletter: Bill from dockside printing for 6 page newsletter for Jan/Feb (325 quantity) $386.75 ($1.10 ea.) and Mar/Apr (225 quantity) $357.15 ($1.59 ea.). Motion made and passed to print 325 quantity.

 Assets: List of assets should be assembled and inventory by each member to list club assets in their possession. Motion for purchase of additional strap, maintenance lumber for fish pond. Motion made and passed for $100.     

 Elections

 Frank Report

Attended meeting in Sarnia. Met with Canadian fisheries representatives. Focused on whitefish, gill netting of whitefish. Tried to get more interest in planting more rainbows. Interest in Atlantics was minimal, but will continue to push. Attended MI Sea Grant workshops. Turning Point system was used and information is being collected and will be presented in next Frank Report. Inland committee expressed interest in major study of inland waterway and Black Lake. Tagging and adult survey. Food web study. Carry capacity. U of M may attend Black Lake Assoc. meeting to develop relationships. LSSU study may not be as effective as hoped due to early ice out. Possibly missed the spawn. Eggs were crushed in transit to campus. Next year zooplankton study may be a part of the study. Stomach study on Black Lake would be very helpful but requires funding and public participation. Floated Ocqueoc R. from weir to lake saw 100-150 steelhead. About .25 mile above the US23 bridge started seeing freshly planted steelhead.

 Committee Reports

Tournament brochures and posters complete and approved

 Dinner menu of veggie dip, cheese and crackers, shrimp, roast beef or chicken, and 2 sheet cakes approved.  Meeting will be held April 20th at 7:30 concerning ticket sales.  Currently $550 has been spent on prizes. Motion was made to purchase $500 of additional prizes from Franks or Northwoods. Motion was passed and Steve Shafto volunteered to go purchase items. The prize of charter fishing trip will be open auction item.

 Old Business

A copy of Lake Invaders was donated to HBAAA by Steve and Julie Shafto. Viewing of lake invaders may be held at R.C. senior center.  Jim Schaffer will be invited to speak following showing.  Spending of up to $250 was approved to arrange speaker and refreshments.  A mid-week evening in May will be scheduled depending on availability.

 Steelhead plant has been delayed despite good river conditions, due to slow growth rate of fish in the hatchery.  S. Shafto continues to head up communications with MDNRE. 

 HBAAA board has agreed not to renew membership to Rogers City Chamber of Commerce.  Due to the fact the club cannot maintain membership to all Chambers in our operating area, it is unfair to only join Rogers City.

 New Business

NOAA habitat restoration project request cooperation getting support in obtaining grant funding. 

 Nautical festival has requested HBAAA to operate fish pond during festival.  Board approved, but will not include fish cleaning.

 Mackinaw Outfitters fish pond event will be held for 2 days in May. Special meeting will be held to make arrangements.

 Elections

Three board member terms expire this year: B. Grant, J. Lyon, J. Signorelli re-election or new members needed.  B. Grant announced he is not interested in re-election, although he will continue his active participation with the club.

 J. Shafto announced the club has been invited to tour sturgeon hatchery.  This will be a membership only event held in June.

 Frank Report

Lake Huron Advisory committee met and discussed SeaGrant workshops. Six year study on brown trout, larger fish will be planted for three years with a goal of 5% to creel required to continue program. Chinook cut seems inevitable due to survival of young. Study of prey base shows prey population has tripled from 2008 to present.

 Guests

Dave Snow, Executive Director of Rogers City Chamber of Commerce, addressed group regarding chamber membership fee. Nonprofit rate went up from $25 to $50. HBAAA is listed on website as member under sports fishing. In past, membership was traded. HBAAA on record for helping community and in particular the port marina in Rogers City. Snow to take proposal of membership trade back to the Chamber of Commerce Board.

 Cheryl Peters, Michigan State University Extension, Presque Isle County Director, presented partner report with stories on Great Lake Stewardship project and Toyota water quality youth projects that highlight HBAAA involvement. County Commissioners interested in dock repair at Ocqueoc Outdoor Center. Other donors may be interested in helping with dock replacement. Community day at Ocqueoc Outdoor Center planned in May – HBAAA invited. Possible summer sportsman’s day for youth at the camp and request for HBAAA to do fishing activity. Details TBD. 

 Ron Dulak, Black Lake Association, proposed project of $1,800 done by LSSU. Frank proposed equipment is retained. Experienced locals should be involved in testing locations. Motion (Colona) to provide budget of $975 to Black Lake Assoc. Approved (Smrchek, Signorelli).

 Communications

-Corrections have been sent to Alpena News regarding tournament.

-Letter received from RC Marina Harbor Master approving tournament dates.

 Tournament Committee Report

At last meeting, finalized brochures and posters. All advertisement spaces sold. Promotions sent to printer. Sponsorship of $500 from PIE&G to support family fun day to partially cover fish pond.    

 Banquet Dinner Committee Report

Tickets are printed and ready for selling. Rogers City senior center is rented, starting at noon. No deposit req. Contract in hand. Clean up by HBAAA. Cost $210 ($60 lounge, $115 hall, $35 kitchen warmup). Manzana’s deli and bar also arranged. Coke product donated. Krist to send letters to sponsors will go out at end of March to announce speaker and dinner. Equal amounts on local prizes, still needed. A meeting one week before the dinner to be scheduled. Jeff Schaeffer from U of M is confirmed as speaker.

 Old Business

Invasive species Film: Lake Invaders. DVD available, $27. Johnson available to speak after local showing. Motion approved for HBAAA to buy copy of DVD and donate to PI District Library after use.  

 New Business

Steelhead plant, Ocqueoc River this spring. A plan is needed. Last year’s date was April 16. Early plant could avoid cormorants. HBAAA asked to keep department aware of icing on river and lakeshore.

 Frank Report

In Lansing, groups submitting questions and concerns to be presented to candidates. Proposed email response system for replying to state issues. Bock, Smrchek, and Krist attended an Alpena Biodiversity meeting and participated in small group discussions for document being developed between U.S. and Canada about fisheries, exotics, and agriculture regulations. Inland advisory committee active. Food web being studied on interior, UM has mid 1970’s data to compare and is motivated to review research. Enthusiasm for working with major issues and involving students in research. Could produce data to improve inland waterway. National attention possible. Sea Grant to have evening meeting in Alpena, dates not set, mid to late April. Interest in Asian Carp, growing concerns. Krist distributed information packet on Silver and Bighead Carp.

Brian Wagner, Rogers City Harbormaster, reported on Davis weather monitor. HBAAA to be listed as primary sponsor to add club promotion just under $1,000 to replace Oregon Science equipment. Davis gives a webpage per station. Wagner proposed a Rogers City Harbor/HBAAA site with a link on the City of Rogers City website. Real time statistics available 24/7 for the weather station. Monitor to provide wind speed and direction, rain, temperature, barometric pressure, wind gusts high and low. Will link to Davis network of weather stations. To be installed and functioning before payment required from HBAAA. No more than $1,000 motioned by Smrchek, second by Signorelli; approved.

Tournament

5 donations for big fish secured. Brochures under development. 5 fish daily limit. 21 advertisements secured and the 5 big fish sponsors will also have advertisements; totaling 26 advertisements. Family Fun Day scheduled for Saturday. Saturday fish until 7:00pm, Sunday until 2:00pm. No captains meeting, information packet. S. Shafto inquired if HBAAA had interest in becoming event on a new Lake Huron tournament trail. More information needed.

 Banquet

Discussed rental hall and menu options. Rental hall $250 for 12 hours. Senior Center in Rogers City $19/plate (includes hall). Menu: roast beef, pecan chicken, redskins, green beans, salad, cake, cheese/ shrimp app. 85 person minimum. Fish dock at Ocqueoc Outdoor Center. D. Bock found no used docks. Paquin will donate dock when Detour harbor is redone. Not to be done until next year.

 Invasive Film. DVD soon available. Johnson can speak after showing, if rent RC senior center, $115 a showing. lakeinvaders.com. Postponed to next month when cost is set and DVD available.

 New Business

Banquet key note speaker. Sean Brooks of Homeland Security requested to speak at banquet. B. Grant suggested speaker present at monthly meeting instead of banquet. J. Shafto to attempt to get presenter on diet study for banquet speaker, Jeff Schaeffer.  

 Rogers City Chamber sent $50 bill for renewal membership. D. Smrchek requested reciprocating membership with Chamber. Some members did not want to pursue renewal of Chamber membership.

 S. Shafto informing Sea Grant to hold meetings in evenings instead of morning/ all day. Seeking underwriters to help with finance of Sea Grant workshops. Sponsorship may bring class to our area. Club reaction negative.

 Frank Report by Julie. Ciscoe project, no eggs taken, too late in the season. New nets being constructed in Alpena. Atlantic project. Platte fish doing well to be planted in Au Gres. Lake trout mortality from Alpena to Harrisville. Stealhead net pen to improve acclamation.  St. Mary’s creel survey this year, 15 sites. Short $7,000, looking for possible donors. Coho plant cut by 1 million. New lake trout regulations. 10”-28” legal fish, one over 28”.

 W. Karsten’s expense report to be handed out at later meeting when F. Krist and Colonna are present.

 12-2-2009 Minutes – Presented and approved. 

 Treasurer’s Report – Savings Account $21.65, Defense Account $6,449.45, Memorial Account $1012.83, Checking Account $8,619.71; report accepted as presented. 

 Communications

Letter read from DNR Kelly Smith thanking HBAA for their participation and work on resolving the Mullett Lake issues. 

 Lake Superior State University proposal for a student research agreement between LSSU, Black Lake Association and HBAA approved and signed.   

Announcement/Invitation to January 15, 2010 Safeguarding Michigan’s Natural Resources Roundtable held in Indian River.  Frank Krist and Dave Bock to attend.

 Committee Reports

Fishing Tournament – Preliminary plans presented.  Next tournament meeting will be held on January 13 at 1:00-pm at Karsten’s Restaurant.    Bill Karsten will be the Treasurer for the Fishing Tournament.   

 Old Business

Ocqueoc Outdoor Center Fishing Dock – Dave Bock to contact Walleye Club regarding availability of old dockage to be recycled for use at Ocqueoc Outdoor Center. 

 Mackinaw Outfitters – Rick Colonna contacted Mackinaw Outfitters and finalized date of May 1 and 2 for Fish Pond.  Mackinaw Outfitters to cover all costs.

 New Business
Rick Colonna presented request by Brian Wagner to support new weather station at Rogers City Marina.  Rick Colonna to solicit partnership support from civic groups.

 Annual Dinner discussed.  Rick Colonna and Joe Signorelli to investigate Rogers City Senior Center dinner costs and report back.   

 Invasive Species Movie – Julie and Steve Shafto suggested the movie be shown locally.  It was moved by D. Bock was seconded by Frank Krist and carried that Julie and Steve Shafto would investigate local showing venues and costs. 

 The Frank Report

Frank reported on the Coalition and requested a $500 donation be made to support their efforts.  Dave Bock made a motion to approve.  It was seconded by Joe Signorelli and carried.
